How does the French health insurance system work ?

Ok so im still writing this essay on how the health systems in france. However I do not understand how their health insurance works. So could someone explain it simply please. I understand that most of their Health expenses is covered by the state- but that is all i get.

    on any salary, the government takes about 13% for the Health system, they also pay for a mutual company, with this system you can be treated nearly for nothing. for example, you need a treatment, you pay for it and the government is going to pay you back 70% , the mutual company will pay the %30. So you have to wait several weeks to get your money back. Now there is new system with what they call a Vital Card, with this card if you go always to the same doctor and the same chemist, you do not have to pay anything
